Does my ZIMRA tax clearance or shop licence count as POTRAZ data protection registration?
Short answer
No. The POTRAZ data controller licence is a separate requirement under the Cyber and Data Protection Act and SI 155 of 2024, issued by POTRAZ. Your ZIMRA tax clearance, NSSA registration and municipal shop licence prove that you exist and pay tax; they say nothing about how you handle personal information.
What the law says
Section 5 of the Act designates POTRAZ as the Data Protection Authority, and SI 155 gives POTRAZ alone the power to license data controllers. No other regulator's licence is recognised as a substitute, and the Act does not contain any "deemed compliance" provision for businesses registered elsewhere. Sector regulators (Reserve Bank, Medicines Control Authority, Insurance and Pensions Commission, Ministry of Education) regulate their sectors; POTRAZ regulates personal data across all of them.
Example
A registered microfinance institution in Masvingo holds a Reserve Bank licence, a ZIMRA clearance and a city trading licence, and its directors assume it is "fully licensed". When a POTRAZ inspector arrives in September 2026, the only document that matters is the data controller licence, which it does not have. Financial institutions are the first priority sector in POTRAZ's programme precisely because they hold large volumes of financial data on many people.
In practice
Add "POTRAZ data controller licence" to your list of annual statutory registrations, alongside ZIMRA, NSSA, the municipality and your sector regulator. Keep the certificate in the same file as your other licences so it is at hand when an inspector, a bank or a tender board asks for it.
